On September 4th, 2008 IDN and IDRA held at the Tirana International Hotel the conference ?Toward Consolidated interactions between the local government and central institutions at local level
The conference was attended by 50 people, including deputy Minister of Interior, General Director of Decentralization Policies at the MoI, General Director of the Civil Status Office, one member of the Parliament, an expert from the Ministry of Environment, Prefects, and experts in the municipality level as well as experts in the deconcentrated institutions.
The conference finalized the work done on the project "Monitoring and Evaluating the Cooperation between Local Governments and the Central Government Institutions at the Local Level". This project was supported by the Sorros Foundation, in Albania. The issues, experiences and recommendations provided by this project are based on research, several meetings, focus groups, in depth interviews, and a survey with employees of the local government units and central institutions at local level in four cities, Korca, Durresi, Fieri, and Shkodra.
The conference aimed and achieved the purpose to bring together policymakers and specialist, from both central and local institutions, to debate about the reality of cooperation between local governments and the central government institutions at the local level, the need for further legislative steps to decentralization, increased accountability in performing and delivering better services to citizens, etc. The participants discussed technical issues addresses in the publication IDN and IDRA released containing the reports on all six-target fields of study.
