“Monitorim dhe vlerësim i bashkëveprimit të pushtetit vendor me organet e dekoncentruara të pushtetit qendror në ushtrimin e kompetencave të përbashkëta” është projekti studimor më i fundit për çështjet e qeverisjes vendore që IDRA është duke realizuar në partneritet me Institutin për Demokraci dhe Ndërmjetësim (IDN), me mbështetje të Fondacionit Soros, Shqipëri. Ky projekt po realizohet në katër bashki: Shkodër, Durrës, Korçë dhe Fier.

Iniciativa fokusohet në marrëdhëniet dhe bashkëpunimin e pushtetit vendor me strukturat e varura nga pushteti qendror në ushtrimin e kompetencave të përbashkëta apo të deleguara në gjashte fusha të synuara. IDRA po studion në thellësi funksionet e mbrojtjes se mjedisit, arsimit dhe furnizimit me ujë dhe kanalizimet. Grupet e fokusuara si dhe një numër takimesh/ intervistash në thellësi kanë ndihmuar për të monitoruar dhe vlerësuar raportet ligjore, organizative e administrative si edhe performancën e përgjithshme të këtij bashkëpunimi. Ky vlerësim do të vijojë të plotësohet edhe pas takimeve që do të realizohen në nivel vendor. Gjithashtu, IDRA realizoi edhe sondazhin me drejtues dhe specialistë të institucioneve në studim. Raporti me gjetjet kryesore do të jetë pjesë e raportit final të projektit.

“Assessing and monitoring the interaction between local government and the central government devolved agencies in exercising the common functions”.

“Assessing and monitoring the interaction between local government and the central government devolved agencies in exercising the common functions”. It’s the latest research project on local government issues IDRA is being carried out in partnership with Institute for Democracy and Mediation, supported by Soros Foundation. This project is being implemented in four cites: Shkodër, Durrës, Korçë dhe Fier.

This initiative is focused on the relationships and cooperation between the local government and central agencies at local level in six targeted areas. The common functions IDRA is studying include the environment protection, education, and water supply and sewerage. A number of in depth interviews in addition to the focus groups conducted helped the studying team to monitor and assess the legal, organizational, and administrative relationships as well as general performance of this cooperation. The assessment will be further completed after the round tables to be held this month. In addition, IDRA conducted the survey with local government representatives, directors and specialists of targeted institutions. The main findings report will be part of the project’s final report.

The project’s goal is to improving cooperation at local level, good governance and help to bring quality services closer to the citizens.
